Greg James

Deputy Commissioner Change, Inland Revenue

Greg was appointed to the role of Deputy Commissioner, Change at Inland Revenue in June 2013.

Greg has a wealth of experience in transformation and change, successfully leading a number of large scale programmes.

Greg held executive roles at Fonterra as the Director Information Systems, Global Business Process, and Global Procurement. He was also acting CIO of Telecom Retail.

Case study: Managing large scale transformation at IRD

Greg James is Inland Revenue’s ‘senior responsible officer’ of their multi-stage technology-enabled transformation. The transformation goal is to have a simpler tax system so it’s easier for customers to get their taxes right, reduce compliance costs for businesses, and make it easier and less costly for Government to introduce policy change.

For a public sector transformation of this size and complexity, good governance, programme management and regular independent assessment are essential for success.

Greg will speak about the robust governance frameworks that are in place to ensure the transformation is business-led and capability is maintained within the business. A highly skilled team has been bought into the programme: individuals and organisations with previous experience in delivering complex transformations working alongside the business’s subject matter experts.

A rigorous programme of independent quality assurance reviews tracks the strengths and weaknesses of programme governance, management and technical delivery. To date, these assessments have described the programme as “robust and fit for purpose … with a track record for consistently achieving major milestones and coming in under budget”.

With quality governance mechanisms in place the programme is in a strong position as it prepares for delivering the first elements of its new software platform early in 2017.
